How to Make an Existing Dairy Plant FSSAI-Compliant

The gaps that fail dairy plants most often
Across older and expanded plants, the same handful of gaps come up again and again:
Non-food-grade contact surfaces — mild steel, worn or plastic parts on product-contact points instead of polished SS 304/316L.
Cross-contamination risk — raw and processed streams sharing space, no clean one-way flow, open transfers.
Unvalidated cold chain — a pasteuriser that runs but has no documented time-temperature validation or flow-diversion proof.
Manual or partial CIP — hand-cleaning where automated, verifiable CIP is expected.
Water not to standard — process water that has never been tested against IS 10500.
Weak documentation — no working FSMS/HACCP, gaps in traceability and records.
Fix it in priority order — risk first
Not every gap carries equal weight. Sequence the retrofit so the food-safety non-negotiables go first: 1) Food-safety-critical — food-grade product-contact surfaces, cross-contamination zoning, validated cold chain, safe water. 2) Structural hygiene — floors, coving, drainage, ventilation, personnel infrastructure. 3) Systems & records — CIP automation, FSMS/HACCP, traceability and testing. Spending on cosmetic fixes before the critical ones is how plants still fail after an expensive “upgrade.”
The retrofit — without a long shutdown
The biggest fear with an existing plant is lost production. It usually isn’t necessary. A retrofit can be phased: skid-based equipment swaps, section-by-section rework, and cut-overs scheduled into low-season or weekend windows so the line keeps running.
