That makes the valley the obvious location and simplifies a great deal — short collection routes, a compact distribution ring, and reasonable access to power and water. What it does not simplify is the hill districts, which cannot realistically be served on a daily fresh cycle from the valley and are better addressed with keeping products or not at all in phase one. We would size the plant honestly to the valley, and treat the hills as a later decision rather than an assumption built into the capacity.
