Local milk production covers only a part of consumption, with the balance drawn in from Karnataka and Maharashtra, while the market itself behaves nothing like a state of this size. Tourism brings a resident population multiple through the season, hotels and restaurants buy to international specification, and per capita spending supports products — fresh and aged cheese, cultured butter, thick-set yogurt, cream — that most of India does not yet buy in volume.

So the opportunity here is value rather than throughput, and the constraint is seasonality. We would design a Goa plant for small-batch flexibility and quick changeover, with the analytical capability to hold a specification a hotel chef will judge, and honest sizing that accepts low utilisation out of season rather than building for a peak that lasts four months.
