Fazilka is one of Punjab’s newest districts, on the border in the far south-west, and it is the centre of the state’s citrus economy. That last point matters more to a dairy project than it first appears. Fruit packing here already runs refrigeration, cold rooms, reefer transport and grading operations, which means the district has refrigeration technicians, cold-chain transport contractors and people who understand perishable handling — the very skills a dairy plant struggles to recruit in a comparable agricultural district.

It is also seasonal. Much of that capability is heavily used during the harvest and packing season and comparatively idle outside it, which creates room for a year-round operation to secure both people and transport on sensible terms.
