Puri is unusual in that it carries three distinct markets at once, and they do not move together. There is a resident population with steady everyday demand. There is a tourist trade that peaks at weekends, in school holidays and through the cooler months, and which buys quite different products from the residents. And there is the pilgrim and festival demand, which peaks on the religious calendar and can be enormous for short periods. Three curves, three calendars, superimposed on one district.

The design decision is which of them to build for, and it is a commercial choice more than a technical one. Sizing to the combined peak of all three produces a plant that is idle most of the year. Our usual recommendation is to build the base plant against the resident and tourist demand together, since those two overlap enough to give reasonable utilisation, and to handle the festival peaks with intermediates held in advance and short-burst finishing rather than installed capacity. Sitting on the coast, the plant also carries the usual salt-air specification.
