Designing a Plant That Can Run When Half the District Has Left

Balangir has one of the most pronounced seasonal labour exoduses in eastern India. After the harvest a very large number of working-age people leave for brick kilns and construction work in other states, and they return months later. Most discussions of this focus on what it does to milk supply, and it does affect that. But the harder engineering problem is the other side of it: the plant cannot reliably staff itself during those months either.

So we design a Balangir plant to be run by a smaller crew than a comparable plant elsewhere. Automation is selected specifically to reduce the number of people needed to hold the process safely, not to raise throughput. Manual transfer points, hand-controlled valve sequences and anything that depends on a trained operator being present at the right minute are the first things designed out. The plant should be able to complete a normal day with the crew that is actually available in February, not the crew that is available in October.
