Most state capitals ran out of buildable industrial land a generation ago, and a food plant that wants to be near the market ends up converting somebody else’s shed. Raipur is the exception. The planned capital at Naya Raipur was laid out on greenfield ground with serviced plots, allocated utilities, effluent infrastructure and road access designed in from the start, and the older industrial areas around Raipur city still have room. You can still build a plant properly here rather than fitting one into a building that was meant for something else.

That matters more than it sounds. A purpose-built layout gets clean process flow, a utility spine sized for the eventual capacity, effluent treatment placed sensibly, and expansion space held from day one — none of which is recoverable in a conversion.
