Durg, Bhilai and Raipur have grown into each other. What the map shows as separate districts is on the ground a more or less continuous urban corridor of well over two million people, with a single labour market, one shared road spine and buyers who do not think in district boundaries. A distribution plan drawn to the Durg district line will either miss most of its market or duplicate routes that a corridor plan would run once.

So we design for the conurbation, not the district.
